Rwanda and the Democratic Republic of Congo have signed a peace agreement in the United States. Conflict between the two countries has killed thousands of people and displaced hundreds of thousands this year.
In Uganda, incumbent leader Yoweri Museveni has said he will run in next year's presidential election. Museveni has ruled Uganda since he seized power in 1986. Rights activists have accused him of using security forces and patronage to extend his rule, though he denies this.
