Many female students feel embarrassed or uncomfortable claiming free menstrual products due to societal stigma and lack of privacy. Some schools require students to request products in person, which can deter them from accessing the resources. Additionally, the distribution methods vary across schools, and some students may not be aware of the availability or feel awkward about the process.
The Ministry of Education allocates NT$ 200 million annually to subsidize menstrual products for economically disadvantaged students and to provide free menstrual products in schools for students up to high school level.
Taipei City implemented a digital system called Cookcloud, allowing students to select menstrual products online and have them delivered to their schools. This system increased the usage rate from 17.9% to 42.6% by 2023. Additionally, the city expanded distribution points and collaborated with supermarkets to ensure a wider variety of products.
Schools face challenges such as limited resources, lack of awareness among students, and logistical issues in distributing products. Some schools struggle with maintaining privacy and ensuring that students feel comfortable accessing the products. Additionally, the quality and variety of products provided can vary, impacting student satisfaction.
Menstrual education is crucial in normalizing conversations about menstruation and reducing stigma. It helps students understand their needs and rights, encouraging them to access free menstrual products without shame. Education also empowers schools and communities to implement better distribution systems and advocate for menstrual equity.
Distribution methods vary significantly across regions. In Taipei, digital systems like Cookcloud are used for efficient delivery, while in rural or economically disadvantaged areas, direct distribution or manual systems are more common. Some schools rely on nurses or teachers to distribute products, while others place them in restrooms for easy access.
