When the Founding Fathers conceived of a new country that would promote freedom and justice, they envisioned leadership that would pursue those things. No tyrants need apply. But Jefferson, Madison, Franklin and the boys also understood human nature and how awful it can be.

So, they built in controls over presidents and members of Congress. What the founders did not anticipate was the potential of money purchasing political power. And here we are. In order to run for national office, a citizen needs hundreds of thousands of dollars, often millions. For the presidency, billions. You may have noticed, not one congressional Democrat voted for the big bill.
