A city in western Japan that's largely known as a tourism destination is making an ambitious bid to restyle itself as a technology hub. The people overseeing the project are counting on luring some of the best talent from eastern Europe – including both sides of the Russia-Ukraine conflict – to pull it off. But they know competition for workers will be fierce.
