If you don't follow Google guidelines, it doesn't mean you are doing anything illegal, as far as justice goes.
However, Negative SEO is most definitely touching shady areas of Search Engine Optimization for Google.
I know very well how it works because I've explored extensively these techniques during dozens of SEO Contests.
