Winona officer charged with kidnapping, domestic violence / New app being launched to curb human trafficking

James Burnett Sr. with the Winona Police Department was arrested for alleged kidnapping and domestic violence over the weekend. Attorney General Lynn Fitch's office is continuing to combat human trafficking.
