1.XI HOLDS TALKS WITH KAZAKH PRESIDENT

习近平同哈萨克斯坦总统托卡耶夫会谈

President Xi Jinping held talks in Xi'an yesterday with Kazakh President Kassym-Jomart Tokayev, who is in Xi'an, for the China-Central Asia Summit and a state visit. Zhang Hong tells us more.

5月17日下午，国家主席习近平在西安同来华出席中国－中亚峰会并进行国事访问的哈萨克斯坦总统托卡耶夫会谈。记者张泓带来详细报道。

Xi stressed that both countries are at a crucial stage of development and rejuvenation【复兴】, and China-Kazakhstan relations have entered the next three golden decades. He said the two sides should vigorously【有力地】carry forward their traditional friendship, deepen mutually beneficial cooperation, and build a China-Kazakhstan community with a shared future featuring everlasting friendship, strong mutual trust, and solidarity. Xi said the China-Central Asia Summit is of milestone significance and will usher China-Central Asia cooperation into a new era.

习近平指出，中哈都处在发展振兴的关键阶段，中哈关系已经开启新的“黄金三十年”。双方要大力弘扬传统友好，深化互利合作，推动构建世代友好、高度互信、休戚与共的中哈命运共同体。习近平表示，中国－中亚峰会具有里程碑意义，将推动中国同中亚合作步入新时代。

Tokayev stressed China's special and important position in his country's foreign policy. He said Kazakhstan is ready to work with China to further strengthen their permanent comprehensive strategic partnership and lay a solid foundation for the two countries to usher in another three golden decades. He vowed to continue taking part in the Belt and Road Initiative. Kazakhstan stands ready to work with China to fully leverage the China-Central Asia mechanism and jointly promote regional security, stability, and development.

托卡耶夫强调，中国在哈对外政策中具有特殊重要位置。哈方愿同中方一道，进一步加强哈中永久全面战略伙伴关系，为哈中开启新的“黄金三十年”奠定更加坚实的基础。共建“一带一路”是个伟大倡议，哈方将继续积极参与。哈方愿同中方一道，充分利用中国－中亚机制，共同促进地区安全、稳定和发展。

2.DOCTORS IN SHANGHAI SAY MOST REINFECTED COVID PATIENTS HAVE MILD SYMPTOMS

“二阳”来袭，普遍症状较轻？

Chinese Center for Disease Control and Prevention data show COVID infections have been on the rise since mid-April nationwide, especially after the Labor Day holiday. But the rate of increase has slowed in the past week. Now Wang Yin brings us the details.

中疾控的监测数据显示，从4月中旬以来，全国报告的新冠确诊病例数呈现上升趋势。特别是五一假期后，上升趋势比较快，但是近一周，报告病例数的上升势头有所减缓。记者王吟为我们带来详细报道。

Scattered COVID-19 cases have been reported around the country. As international travel increases, the XBB family of coronavirus variants accounted for 95 percent of all cases arriving in China from overseas as of early May. That percentage is almost the same as its percentage of all infections worldwide.

国内疫情总体处于局部零星散发状态。随着我国对外交流不断增加，截至5月上旬，XBB系列变异株在我国输入病例中的占比高达95%，与全球的XBB系列变异株占比基本保持一致。

Local hospitals also said there was an increase of patients with a second COVID infection in the past two weeks. Doctors said most of them had mild symptoms. Pujiang Community HealthdCenter in Minhang said people with COVID for the second time mainly have an upper respiratory infection.

上海本地的医院还表示，在过去两周里，“二阳”的病人有所增加。医生表示，他们中的大多数人只有轻微的症状。据闵行区浦江社区卫生服务中心介绍，“二阳”病人主要症状普遍表现为上呼吸道感染。

“好多人可能自己在家里，经过简单的处理，症状基本上也消退下去了。所以这次对我们医院来说，病人（数量）增长就不是很明显。”

“Many people just stay at home and take some medicine, and their symptoms are relieved. So there hasn't been a huge increase of patients in our hospital.”

It has been about 5 months since COVID cases peaked in mid-to-late December. Dr. Zhang Wenhong from Huashan Hospital said an immunity barrier still exists among people, but it's weaker compared to March and April.

距离去年十二月中下旬但新冠感染高峰已过去半年。华山医院的张文宏医生说，对整个社会而言，免疫屏障依然存在，但弱于三四月份。

“哪怕是出现第二波，大家也不要太紧张。因为这个病毒它流行本身的客观规律而言，一定会有这一波，我们免疫屏障仍然存在。这一波‘二阳’它会来得波峰要低很多，同时波峰没有第一波高，但是宽度要比较宽，也就是说它有比较长的长尾效应。我相信最近的医疗资源并没有因为这波受到挤兑。”

“Even if there is a second major outbreak, people don't need to worry too much. From the prevalence model, a second outbreak will certainly happen. Most people still have immunity against the virus, so there will be far fewer cases, but the outbreak may last longer. I don't think medical resources have so far been scarce due to the current outbreak.”

Dr. Wang Xinyu from Huashan Hospital reminded vulnerable【脆弱的】people to better protect themselves and go to a hospital as soon as possible if they develop symptoms. Those people include seniors with multiple underlying diseases, those with low immunity, pregnant women, and tumor patients. If someone experiences difficulty in breathing after a workout, they should see a doctor.

华山医院的王新宇医生提醒，脆弱人群，比如抵抗力弱、患有多种基础疾病的老人、肿瘤患者和孕妇等，要加强自我防护，一旦出现症状，应尽早就医明确诊断。如果有人在锻炼后出现呼吸困难，也应该尽快就医。

As many as 60 percent of fever patients were treated at community health centers in the city during last year's outbreak. Community health centers have enough medications in stock. There are more than 6,600 family doctors from 249 city community health centers in Shanghai. More than 9.5 million people have signed up with a family doctor.

去年疫情爆发期间，多达60%的发热患者在该城市的社区卫生中心接受了治疗。上海的社区卫生中心备有足够的药物库存。上海市有来自249家社区卫生中心的超过6,600名家庭医生。全市超过950万人已与家庭医生签约。

3.CHINA'S NEW FINANCIAL REGULATORY BODY BEGINS WORK TODAY

国家金融监督管理总局揭牌

A new national financial regulatory administration shouldering responsibility for supervising【监督】 the country's entire financial sector - everything except the securities industry - was established today. The new administration will report directly to the State Council, China's Cabinet. It is being established along the same lines as the China Banking and Insurance Regulatory Commission, which is being abolished【废除】.

5月18日，国家金融监督管理总局（下称“国家金监总局”）正式揭牌，这一机构统一负责除证券业之外的金融业监管。国家金融监督管理总局在在中国银行保险监督管理委员会基础上组建，为国务院直属机构。与此同时，中国银行保险监督管理委员会不再保留。

Part of the duties of the People's Bank of China, the country's central bank - financial holding company supervision and financial consumer protection - has also been transferred to the new administration.

国家金监总局将央行对金融控股公司等金融集团的日常监管职责和有关金融消费者保护职责划入其中。

This year's Government Work Report underlined the need to deepen reform of the financial system, improve financial regulation, and see that all those involved assume their full responsibilities to guard against regional and systemic financial risks.

今年《政府工作报告》提出，深化金融体制改革，完善金融监管，压实各方责任，防止形成区域性、系统性金融风险。
