Start by dressing appropriately, the being engaged. Open yourself up to new experiences and people, and be totally present and engaged when meeting and talking with others. When you are patient, intelligent, sociable, and connected, people will take time to talk with you.

Most importantly, remember that you’ll be more likely to get what you want when you first give people what they want.
