""I do not intend to enter into speculation, but I would say that the companies agree to share the works of the sections tendered each year,"" a Paraguayan shipping businessman told Transport & Cargo .

The dredging works, essential to guarantee the exit of 80% of Paraguayan foreign trade, have been carried out by three companies that practically monopolized the bidding contracts carried out by the Ministry of Public Works (MOPC). According to the Última Hora newspaper , the podium is headed by Ingeniería de Topografía y Caminos SA (T&C SA) of businessman Francisco Griñó . This firm is the one that has been dedicated to the field for the longest years and, therefore, the one that has billed the State the most for river maintenance works. ADVERTISING

It is followed by the company Terminal Occidental SA (TOSA), owned by Conrado Hoeckle , who has been the permanent target of questions for being a friend and having been an adviser to the President of Paraguay, Mario Abdo Benítez .

TOSA has also secured ""its share"" with MOPC dredging contracts in recent years. With T&C, they have in fact a dredging contract for the Paraná River underway and in force.

The third is Artes y Estructuras SA , by Juan Carlos Rodas . This company is the one with the least contracts in amounts, according to the records.

Signature SRL , represented by the engineer Paul Hellmers , is another of the firms that has also been involved in backfilling and dredging since 2012 and that has been operating in the works of the Asunción Costanera . This time he submitted an offer for only one lot.

This privileged circle closes with certain shares of the shipping company Panchita G. , which also has some small dredgers to carry out certain types of work.

""By distributing the market among them, there is no competition and that generates expensive and inefficient dredging. In an open market this could never happen because it is the same competitor who exposes you,"" said the manager of a large Paraguayan agro-export firm. The truth is that private companies also have a share of responsibility in this situation.

Since the one who pays is the State, which is already known to be a lousy buyer, and also dredging does not carry a toll, nobody cares about the price or the control of the works .

Currently, the MOPC is analyzing the bids submitted in the tender for maintenance dredging of the Paraguay River and ad referendum (ID 420212) for a total amount of US$54 million . The adjudication would be finalized in the next few days.

The contract provides for three lots (sections) to the north and south of the Paraguay River for a period of three years. The ministry's plan is to carry out a total of six million cubic meters of dredging from the water course.
