The policy benefited investors because many young people lacked the down payment required to purchase homes, especially for pre-sale properties. Investors, on the other hand, could immediately take advantage of the loan for existing properties, leading to increased speculation in the housing market.
The 7th wave of credit control measures has effectively curbed speculative buying by limiting loan amounts for second and third properties to 50% and 30% of the property value, respectively. However, it has not significantly lowered housing prices, as it targets speculation rather than the overall market.
Taiwan's housing market is characterized by high property prices but relatively low rental costs. For example, in New Taipei City, it would take over 50 years of renting to match the cost of buying a home. This imbalance makes renting a more attractive option for many, despite the cultural emphasis on homeownership.
