A tunnel digging machine currently stuck underneath Old Mill Road could cost the City of Toronto $25 million to recover. It first went underground in the Spring of 2022 but got stuck near the exit shaft as it worked on creating a 282 metre tunnel to north of Bloor Street. But are taxpayers expected to foot the bill for it?
