Last week, a federal judge in Maryland ruled efforts to halt USAID functions were likely unconstitutional and ordered its reinstatement. But a federal appeals court in Richmond, Virginia Tuesday issued a stay of that order. Friday's decision extends the stay until the appeal is resolved.

There's been another close call in the skies over Washington, D.C., as Fox's Carmen Roberts reports. The close call happened in the same general airspace near Reagan National Airport in D.C., where a commercial plane and Army helicopter collided in January, killing all 67 on board. The FAA says it's investigating Friday's event between a commercial plane and an Air Force T-38 jet. It happened just after Delta Flight 2389 took off for Minneapolis.
